This video by Van Halen is from the year 1998 from the album Van Halen III, this reason why the album is called "Van Halen III" is because when this album came out the band was on their third replacement singer after the departure of the band's second singer "Sammy Hagar."
The video looks as if it was filmed in a place like Antarctica, but I believe that it was a studio built setting, and I also believe that "dry ice" was used to create the cold depth feeling for the video. The reason why I think that the setting for the music video was made in the studio is because the band would not be able to play in temperatures such as -3,-2,-1. Firstly because of health and safety and, also, the music video is moderately fast so if the band did go to one of these places they would probably be playing slowly as well as freezing their nuts off. So to improvise this environment the producers of the music video used artificial ice which is made from glass so it looks realistic to the audience when the music video is shown.
